Force Lightning, like Force Drain, is one of the ultimate expressions of the Dark Side - the manifestation of pure anger and hatred, cowing the Living Force into submission to such a degree to allow your utter cruelty to fly as lightning from your fingertips and engulf your foes in torturously painful, shocking blasts of supernatural electricity.
What does Force Lightning do?

What can this expertise not do or be used for?
No Expertise: You can do and learn it, so long as you are sufficiently drawn down the path of the Dark Side. You can fling short bursts of lightning at single targets at short range, causing notable damage but more particularly intense pain.
1 Point: With concentration, you can fire lightning from your hands at somewhat further range. Your lightning is more powerful and agonizing now, and you might be able to arc it to a second opponent if they're close by the first. You can whip your lightning into an orb-like projectile to hurl at an enemy (a la Kinetite).
2 Points: With concentration and both hands, you can direct your lightning to multiple targets at once such as on either side of you, or bring your hands together for a wider blast. Large and powerful targets might start to really feel it now. Your control is fine enough that you can deliberately limit the harm your lightning inflicts in favor of simply causing extreme pain.
3 Points: Your hatred knows few bounds, and you relish inflicting pain on your foes - or perhaps you're compelled to. You can fling lightning at relatively long range (you are not a sniper rifle) and it is strong enough to cause even huge targets like great beasts and vehicles notable damage. You can manifest Lightning from other limbs if you choose (a la Force Tempest).
3☆ (Mastery): You are a storm of your own making. At this level you can conjure a Force Storm - that is to say, a powerful burst of Lightning all around yourself to strike many targets simultaneously, potentially eliminating or at least harming huge groups of foes at once. You can manifest lightning almost effortlessly, and could consider it your primary weapon at most times.
